For a business, yes as documented: OpenAI's documentation checked 2026-09-30 says Business Premium and Enterprise are rolling out worldwide. For one person on a Pro plan, not yet: the same page limits Pro to users outside the European Economic Area, the United Kingdom and Switzerland.
